Staffing rules

Whenever a controller intends to relieve another station, an appropriate sector split should be coordinated.

Stations without own sectors

If a station without its own dedicated sectors (e.g. EDGG_C_CTR, EDGG_BAH_CTR, EDGG_KL_APP) is online, other stations that would take over all of its sectors because they have higher priority may not come online without prior coordination. It is not permitted to leave a station online that no longer has any sectors assigned to it.

e.g. EDGG_C_CTR is online -> EDGG_GIN_CTR and EDGG_RUD_CTR want to come online -> leaves EDGG_C_CTR with no sectors to cover, hence this is not possible - only one of the two (GIN or RUD) may come online, the other one has to choose another station.

Bookings are not affected by this.

Lower and *H_CTR

Every lower station and its corresponding upper station (*H_CTR) shall only be opened, when the *H_CTR controller is online first and needs relief on the lower sector while he stays to cover upper airspace. Whenever controller intend to split upper and lower airspace, the upper-controller is required to staff a EDUU or EDYY-station when possible. 

EDGG_C_CTR & EDGG_CA_CTR OR EDGG_S_CTR & EDGG_SA_CTR must never be open at the same time.

Top-Down Restrictions

The following do not apply, when stations cover event-traffic and staffing is during a reasonable, limited time period.

EDGG_CS_CTR shall only be open when EDDF_TWR (or a station covering it top-down) is online.
EDGG_CSH_CTR shall only be open when EDDF_N_APP (or a station covering it top-down) is online.
EDGG_C_CTR and EDGG_S_CTR shall only be opened at the same time when EDDF_N_APP (or a station covering it top-down) is online.
